As a young secondary school student, Hodaka runs away from the island where he was born to go to Tokyo. With neither money nor a job, he tries to survive in the urban jungle and finds a place on a magazine, dedicated to paranormal activity. At that time, Japan is undergoing extreme weather conditions with rain which never stops. Hodaka is sent out to report on the existence of weather priestesses. Unconvinced by this legend, he changes his mind all of a sudden on meeting a young woman called Hina. She enjoys a stable, but merry lifestyle in the company of her young brother. She has the power to stop the rain falling and clear the skies.
